Green GSM has signed a series of Memoranda of Understanding (MOUs) and deposit agreements with 75 transport companies and cooperatives in the Philippines to support the deployment of up to 18,497 VinFast electric vehicles for passenger transport operations across the country.
The agreements form part of Green GSM’s broader expansion strategy in Southeast Asia and strengthen its partnership-led electric mobility model in the Philippines.
Expansion Across Major Philippine Cities
The partnerships involve transport operators across several major provinces and cities, including:
- Metro Manila
- Cebu
- Davao
- Iloilo
- Cagayan de Oro
- Cavite
- Pampanga
- Bacolod
- Batangas
- Baguio
- Ozamiz
The companies plan to deploy VinFast VF 5, Herio Green, and Limo Green electric vehicles through a combination of direct investments and long-term leasing models.
The EVs are specifically optimized for ride-hailing and passenger transport operations.
Strengthening Southeast Asia EV Mobility
The agreements mark another major step in Green GSM’s efforts to expand its standardized all-electric mobility platform across Southeast Asia.
The company said the Philippines continues to be a strategic market due to growing urban mobility demand and increasing adoption of sustainable transportation solutions.
This latest phase follows Green GSM’s earlier deployment of 2,500 electric vehicles in collaboration with Xentro Group.
Partnership-Led Operating Model
Green GSM’s expansion strategy combines centralized operational standards with locally managed fleet operations and driver networks.
According to the company, this model helps maintain service consistency while allowing flexibility based on local market conditions.
By leveraging existing transport ecosystems, the approach also supports faster and more scalable EV adoption across urban transport networks.

Operations to Begin in Phases During 2026
Following the agreements, the participating transport operators are expected to finalize vehicle orders and begin phased deployment throughout 2026.
Green GSM stated that the expansion will help accelerate the electrification of urban transportation networks across the Philippines while creating long-term sustainable mobility solutions for transport operators and commuters.
